 Public laws in Podgorica: Will the provisions of the law on new fines "force" us to respect the law?

On Sunday, the new municipal law was passed in Podgorica.
The law providing new penalties, caused a public outcry.
For example, the new law stipulates the following:
"From public sources of water drinking water is only allowed, and cannot be used for other purposes.
 If you are seen by the competent authorities breaking this law, you will have to pay a fine of 100 euros.
The law also provides for penalties for those who are damaging traffic signs, city benches, booths for animals, flower beds.
 All of the above punishable by a fine of 100 euros.

 Also new in the law is a fine of up to 1,500 euros per paddock pet in the park.
Walking of animals in the city and the parks are no longer unusual and we are almost used to it.
But in fact, it is dangerous for both pedestrians and drivers, before whom can suddenly appear a of herd animals, creating unexpected situations.
The survey was conducted among residents for supporting a new law, which came into force on 26th of August, and how these problem are being solved in the region.
For example, in Belgrade "The decision on keeping pets on the territory of the city", provides that in public places can be walked only vaccinated against rabies dogs and cats.
In Zagreb it is forbidden to walk dogs on a leash on children's playgrounds, sports fields, courts of schools and kindergartens, and other public places where there is a sign prohibiting walking of dogs.
However, another point of the new municipal law has surprised residents of Podgorica. All drivers who travel on the road from the construction site, must first wash the wheel, otherwise they will receive a fine of between 1,500 and 7,500 euros! This question is highly excited many drivers often simply because there are no suitable conditions for car washing!

Thus, the law was adopted, and questions and doubts remained.
So it will be very interesting to see how the fines will be implemented and how it will affect our citizens.
