Most seasonal masseurs who provide their services on the beaches of Montenegro do not have the appropriate certificates and licenses, and their workplaces do not meet the sanitary and technical standards, which further increases the chances of various health problems of tourists after such massage sessions.
Every year, a huge number of cheating masseuses rush to Montenegro and, especially, to the Ulcinj Riviera. Illegal masseurs and physiotherapists do not completely provide their services on Montenegrin beaches as their activities are clearly not regulated by law. This fact opens up a wide area for a large number of illegal masseurs who work at beaches, hotels, private apartments and villas, endangering the health and life of people, attracting them at relatively low prices.
A physiotherapist from Ulcinj, Srdjan Kuzman, who is one of the few registered and licensed masseurs, says that
more than 95 percent of illegal masseurs in Ulcinj are women.
